Flavio Manganello is Senior Researcher (Primo Ricercatore) at the Institute for Educational Technology (ITD) of the National Research Council of Italy (CNR), since January 1, 2023. He joined CNR in 2015 as a Research Fellow, became Fixed-term Researcher in September 2018 and Permanent Researcher in February 2022.
In 2003 he obtained his degree in Communication Sciences at Sapienza University of Rome, with a thesis on “Intelligent Agents in e-Learning” (final mark: 110/110 cum laude).
In 2006 he obtained a Second-level University Master (60 ECTS) in “Multimedia for e-Learning” at the Faculty of Education of the University Roma TRE.
From academic year 2006-2007 to 2009-2010 he served as Teaching Assistant and Subject Expert in the courses on “Multimedia Publishing”, “Multimedia Design”, and “Multimedia Design for Distance Learning” (Prof. Valerio Eletti) at the Faculty of Communication Sciences, Sapienza University of Rome.
From June 2009 to March 2010 he was Visiting Scholar at the School of Computing and Information Systems (SCIS), Athabasca University, Canada (under Prof. Kinshuk), within the international research programme “NSERC/iCORE/Xerox/Markin Research Chair in Adaptivity and Personalization in Informatics”.
In 2011 he obtained the PhD in Engineering Sciences (curriculum “E-learning”) at the Marche Polytechnic University (Ancona). His doctoral research focused on the definition of a methodology for the formalization of social knowledge in online learning environments, leveraging social networks and Web semantics through the Personal Learning Environment metaphor.
Since 2023 he is a member of the Doctoral Board in Philosophy and Education Sciences at the Department of Philosophy and Cultural Heritage, Ca’ Foscari University of Venice.
Since academic year 2019-2020 he is Adjunct Professor of the “Laboratory of Media and Technology for Teaching” (64 hours per year) at the Primary Education Sciences degree programme, University of Genoa.
Since 2017 he has served as appointed expert for the Research Executive Agency (REA), under the European Commission, in the evaluation of proposals submitted to H2020 and Horizon Europe calls (more than fifty proposals evaluated). In 2021-2022 he served as Independent External Expert for the COST Association. In 2021 he served as External Reviewer for ANVUR within the VQR 2015-2019 evaluation exercise (GEV11).

His research activity at CNR-ITD lies within the area of educational research investigating the integration of pedagogical methods and digital technologies, with particular attention to the epistemic quality of technology-mediated learning processes. His current research interests include:

In 2026 he served as Topic Editor for the journal Frontiers in Education (Higher Education section) of the Research Topic “Fairness, Transparency, and Validity in Automated Assessment: Evidence, Frameworks, and Implications for Higher Education”, co-edited with Martin Ebner (Graz University of Technology), Marta López-Costa (Open University of Catalonia), and Alexandra Lazareva (University of Agder).
Since 2024 he is a member of the Editorial Board of the international journal Accessibility, quarterly peer-reviewed journal of the European Centre of Vocational Excellence in Accessibility (AccessCoVE).
Since 2015 he is a member of the Online Journal Management Board of the Italian Journal of Educational Technology (IJET, formerly TD Tecnologie Didattiche, ANVUR Class A journal for area 11, SJR 2025 0.328 Q3). In 2019 he was Guest Editor of the special issue “Quality Issues in Online Higher Education” (vol. 27, no. 3).
He has been a continuous member of the IADIS CELDA Program Committee (from 2009 to 2025, with the only exception of 2024). He previously served as a member of the ICALT Program Committee (2010 and 2011) and of the MoodleMoot Technical Committee (2013).
